Bluegrass Children’s Fund: assists the Club Treasurer in dispersing approved funds to Fayette Co. social workers for children’s needs in Fayette Co. schools.

By-laws: recommends changes to the constitution and by-laws as needed.

Community Improvement Project: suggests and organizes said projects.
Co-Chairs: Dana Zinger & Christy Tussey, Holly Scudder, Renae Feistritzer
Community Volunteer Coordinating: coordinates opportunities for our membership to donate time and items to such organizations as the Hope Center, Child Abuse Council, etc.

Federation: aids President by informing club members of all Federation (GFWC/KFWC) activities and coordinates all Federation contests entered by the Club.

Finance: prepares a budget for each fiscal year based upon anticipated income and expenditures.

Friend-to-Friend: coordinates meals, sends cards, or any other measures to club members during illness, birth of a child, death in the family, or any time of need.

Press and Public Relations: reports the work of our club to the news media in the community and to the KFWC and GFWC magazines junior sections. This committee also compiles our press book.

Program: assists First Vice-President with club programming.

Protocol: prescribes the club’s rules of courtesy and etiquette.

ARTICLE I
This club shall be known as the BLUEGRASS JUNIOR WOMAN'S CLUB, INC., of Lexington.
ARTICLE II
The object of this club shall be to prepare for intelligent participation in community and club life.
ARTICLE III
Any woman between the ages of eighteen (18) and forty-five (45), who is in sympathy
with the aims of the club, is eligible for membership.
ARTICLE IV
The officers shall consist of a President, First Vice-President, Second Vice-President,
Recording Secretary, Corresponding Secretary and Treasurer. These six (6) elected
officers of the club shall comprise the Executive Committee.
ARTICLE V
The Executive Board will consist of the Executive Committee and the Chairmen of the
Standing Committees. The management of all club business shall be
entrusted to the Executive Board, subject to the approval of the club. The immediate
past President and Parliamentarian shall be ex-officio members of the Board without voting privileges.
ARTICLE VI
Regular meetings shall be held on the third (3rd) Tuesday of each month, from September
through May. The Executive Board shall meet each month prior to the regular meeting.
The annual meeting shall be held on the regular meeting day in May at which time the
officers shall be installed.
ARTICLE VII
Four (4) members of the Executive Committee shall constitute a quorum. Two-thirds (2/3)
of the Board membership shall constitute a quorum. One-half (1/2) of the membership
shall constitute a quorum at any general meeting.
ARTICLE VIII
This Constitution and by-laws may be amended by a two-thirds (2/3) vote of the
members present at any regular meeting, written notice of the proposed amendment
having been presented and read at the previous regular meeting.
BJWC BY-LAWS
ARTICLE I -------- MEMBERSHIP COORDINATION
SECTION 1. Membership shall be by invitation or by transfer from other Federated club. New members will be initiated at the May meeting and may be initiated at the January meeting by special recommendation of Membership Committee and executive committee approval.
SECTION 2. The name of a candidate for membership shall be presented by one (1) member. Membership candidates are required to attend two (2) general meetings prior to or including May. Membership candidates may become active members upon receipt of membership application and initiation fee during any month of the club year, and will officially be installed at Federation in May. The sponsor member shall be responsible for orienting and leading a new member during her first year of membership. The total general membership will be limited to seventy-five (75) clubwomen, any additional above the seventy-five (75) limit requires Executive Board recommendation and club approval.
SECTION 3. Application for membership must be sent to the Membership Chairman (Second Vice-President) anytime during the club year prior to April 15. Accepted new members will be posted in the newsletter the month following receipt of their application. If a member of the club knows of a valid reason why a candidate should not be approved, said reason must be stated in writing, signed and sent to the Membership Chairman one (1) week after date of mailing. Three (3) objections will refer the candidates' name back to the Executive Board for reconsideration.
SECTION 4. Requirements for members in good standing:
A. New Members Must:
1. Attend a minimum of six (6) general meetings her first year.
2. Attend an orientation meeting.
3. Serve on a minimum of three (3) standing committees.
4. Participate in the fund raising and community projects of the club.
a. Commitments and minimums of all fundraisers will be determined by the Executive Board, subject to club approval.
b. Attend each fundraising event.
5. Participate in a New Members Fundraising Project.
B. Members who have been in the club one (1) year or more must:
1. Attend a minimum of six (6) general meetings each year.
2. Serve on a minimum of three (3) standing committees.
3. Participate in the fund raising and community projects of the club.

b. Attend each fundraising event.
C. The Club President, all KFWC or GFWC officers or chairwomen shall be exempt from the above requirements for membership during her term of office.
SECTION 5. A member who does not meet designated requirements must submit written reasons to the Second Vice-President before the last general meeting. Probationary status of members thus submitting written reasons will be determined by three-fourths (3/4) vote of the Executive Board. Failure to comply with writing requirements will place a member on automatic probation.
A. A probationary member may regain good standing by meeting all membership requirements within one (1) year.
B. At the end of the probationary year, the Executive Board will take action. A member may be dropped by three-fourths (3/4) vote of the Executive Board.
SECTION 6. Members not in arrears in dues may resign in good standing. Members not in good standing may not resign or transfer in good standing. Resignation may be made in writing to the Membership Chairman before the last meeting of the year. Members who resign because of relocation may request renewal of membership and may be reinstated by vote of the Board Executive Committee. Leave of absence must be submitted in writing to the Executive Committee prior to August 1st and dues must accompany notification. Exceptional circumstances that require a leave of absence to begin after the September general meeting shall be three-fourths (3/4) vote of the Executive Board. Leave of absence shall not exceed one (1) year and will be granted only once in three (3) years per member. New or probationary members will not be eligible for leave of absence.
SECTION 7. A transfer in good standing from another club may become a member upon approval of the Executive Board. Dues must be paid within thirty (30) days of notification or acceptance is void.
SECTION 8. Members are encouraged to remain in the Bluegrass Junior Woman’s Club until graduation age of forty-five (45). Those members who have their 45th birthday prior to September 1 will graduate from BJWC in May of that year.
A. Request for transfer before the age of forty-five (45) to other Kentucky Federated Women's Clubs in Fayette County must be submitted in writing to the Membership Chairman between March 1 and March 15 of each club year.
B. Request for transfer will be reviewed and acted upon by the Board at the March meeting.
C. Members requesting transfer must be in good standing.
SECTION 9. Names of Honorary Members may be submitted, in writing, to the Executive Board and may be elected by a two-thirds (2/3) vote of members present at any regular or special meeting. Honorary Members will be listed on the club roster and will receive all club correspondence. Honorary Members do not pay dues and do not have voting privileges. They may not hold office and they may not sponsor a new member.
SECTION 1. The President shall preside at all meetings of the club and the Executive Board. She may appoint Standing and Ad Hoc Committees, a Parliamentarian and Advisors with Board approval and fill vacancies in the same manner. She shall be an ex-officio member of all committees of the club, except the Nomination Committee, sign all orders of the treasury and perform other duties as implied by her position. She shall have been a member of the Executive Board.
SECTION 2. The First Vice-President, in the absence of the President, shall discharge all the duties pertaining to the office of the President, shall be responsible for promotion of any state federated club contests sanctioned by state plans of work and approved by the Executive Committee, and shall serve as Chairman of the Program Committee, and President-elect, succeeding the President the following year. If she is unable to serve as President the following year, the Nominating Committee shall nominate a new candidate along with other officer positions.
SECTION 3. The Second Vice-President shall serve as the Membership Chair. She and the Executive Committee members shall comprise the Membership Committee of the club. It shall be the duty of the Second Vice-President to contact a member in writing for failure to meet club requirements. She shall also notify new members in writing of their acceptance. She shall also serve as Chair of the Membership Committee. She shall keep a list of the members and a record of their attendance.
SECTION 4. The Recording Secretary shall keep the minutes of the club and the Executive Board and shall read them at each succeeding meeting.
SECTION 5. The Corresponding Secretary shall conduct the general correspondence of the club. At a minimum, she shall check the club’s post office box once per month and she shall ensure the timely payment of its renewal fee. The Corresponding Secretary shall also maintain the club’s database of contacts.
SECTION 6. The Treasurer shall collect all dues and money: hold and pay them out on the direction of the President. She shall be audited at the close of each club year. She shall serve as Chair of the Finance Committee.
SECTION 7. All members of the Board shall serve until their successors are chosen and assume their duties at installation. The period between installation and the beginning of the Bluegrass Junior Woman's Club year (Summer Joint Board Meeting) shall be a transitional period for the Board members and their successors. All files shall be turned over prior to the Joint Board Meeting.
SECTION 1. The Standing Committees shall be: Program, Finance, Press and Public Relations, By-laws, Membership, Email/Telephone, Newsletter, Ways and Means, Community Improvement Project, Hospitality, Federation, Parliamentarian, Historian, Community Volunteer Coordinating, New Member, Friend-to-Friend, Santa’s Shoppers, Yearbook, Bluegrass Children’s Fund, Outstanding Young Woman Award, Protocol, and Club Advisor.
SECTION 2. The Program Committee is responsible for the club programs and shall be chaired by the First Vice-President.
SECTION 3. The Finance Committee prepares a budget for the fiscal year based on anticipated income and expenditures. The treasurer shall serve as Chair of the Committee.
SECTION 4. The Press and Public Relations Committee shall report all club work interest to the news media in the community and to the KFWC and GFWC magazines, and have published notices of all meetings. The Committee acts as the liaison between the club and the community. They shall also compile the Press Book.
SECTION 5. The By-Laws Committee shall recommend changes in the Constitution and the by-laws as needed.
SECTION 6. The Membership Committee shall plan any special recognition for new members. It shall keep a record of the status of all members.
SECTION 7. The Email/Telephone Committee shall serve as a clearinghouse for all information disseminated to club members using official correspondence lists as appropriate. Email will be our primary form of club communication between general meetings and events.
SECTION 8. The Newsletter Committee shall be responsible for compiling and mailing the monthly news and information pertaining to the club.
SECTION 9. The Ways and Means committee shall suggest fundraising projects to the club and will organize said projects upon club approval. Minimum requirements of any fundraiser shall be determined by the Executive Board, subject to club approval.
SECTION 10. The Community Improvement Project Committee shall suggest projects for the improvement of the community to the club and organize said projects.
SECTION 11. The Hospitality Committee shall serve as hostesses for all social events of the club.
SECTION 12. The Federation Committee shall aid the President by informing the club members of all Federation activities, Federation deadlines and duties as assigned by the President. The immediate past-president will serve as Federation Chair. She shall also coordinate all Federation contests.
SECTION 13. The Parliamentarian will maintain order at all meetings as prescribed in Robert's Rules of Order, Newly Revised. The Parliamentarian shall serve on the by-laws Committee.
SECTION 14. The Historian will record and photograph the club's history.
SECTION 15. The Community Volunteer Coordinating committee shall coordinate and promote the club’s volunteerism to various organizations.
SECTION 16. The New Member committee shall be responsible for a fundraising activity. The New Member committee is comprised of all freshman club members having joined the prior club year.
SECTION 17. The Friend-To-Friend committee shall provide meals to members who have recently had babies and send cards, as appropriate, to club members for various life events.
SECTION 18. The Santa’s Shoppers committee shall plan, coordinate with the Fayette County Public Schools, fund, and execute this annual club event.
SECTION 19. The Yearbook committee shall publish the annual yearbook and distribute it to all club members, associate members, honorary members, and to those identified by KFWC and GFWC.
SECTION 20. The Bluegrass Children’s Fund committee shall oversee the disbursement of this fund to provide for children’s needs in Fayette County Public Schools as identified by social workers and youth service center coordinators. Children ages fourteen (14) and older may benefit from this fund.
SECTION 21. The Outstanding Young Woman Award committee shall plan and execute this annual club event.
SECTION 22. The Protocol committee shall advise the Club on matters of protocol.
SECTION 23. The Club Advisor shall make recommendations to the club leadership in order to provide continuity as the club evolves from year-to-year. The immediate-past president shall serve in this role.
SECTION 24. Special Committees shall be appointed as the need arises.
SECTION 1. Club meetings shall be held the third (3rd) Tuesday evening of each month, September through May, with the exception of December.
SECTION 2. Special meetings may be called by the President or upon written request by five (5) members. The call shall state the object of the meeting.
SECTION 3. The Executive Board shall meet each month prior to the club meeting and at such other time as deemed necessary.
SECTION 1. Officers shall be elected at the April meeting for a term of one (1) year by the majority of the membership. No officer shall be eligible for the same office for two (2) consecutive terms except the Treasurer.
SECTION 2. A Nominating Committee shall be elected at the January meeting and shall consist of five (5) members, three (3) from the Executive Board and two (2) from the general membership. The President shall exercise the privilege of appointing a Chairman from the elected committee. No member shall serve on the Nominating Committee for two (2) consecutive years.
SECTION 3. The Nominating Committee shall make its report at the April meeting. Nominations may also be made from the floor.
SECTION 4. A person must have been a member of the club for at least one (1) year and in good standing before being nominated for office. The consent of the candidate for a specific office is required.
SECTION 5. Officers shall be elected by ballot. If there is but one (1) candidate for each office, the election may be voice vote. A majority shall elect.
SECTION 6. A vacancy occurring in office shall be filled by action of the Executive Board.
SECTION 1. The annual dues for membership shall be $50.00, payable no later then September general meeting. Subscription to the "Kentucky Clubwoman" is included.
SECTION 2. Members in arrears for monies owed to the Club shall be notified of their delinquency by the Treasurer and their names may be printed in the Newsletter as a friendly reminder. Members who fail to pay dues by November 1 shall be automatically dropped.
SECTION 3. An initiation fee of $20.00 shall be paid prior to installation of new members.
SECTION 4. Any expense of the club not met through dues shall be paid by revenue derived through Ways and Means projects.
SECTION 5. The club shall pay Federation expenses for the President to Kentucky Federation of Women's Clubs meetings and conventions (i.e., room, board, and registration) and, the Treasury allows, and with prior Executive Board approval, one-half (1/2) of the expenses of elected delegates and club members serving on the Kentucky Federation of Women's Club Board.
SECTION 6. Surplus monies in a special fund or committee fund, except for charities, shall revert to the General Fund at the end of an administration.
Robert's Rules of Order, Newly Revised, shall be the parliamentary authority of the club when not in conflict with this Constitution and by-laws.
1. Executive Board shall approve checks of unbudgeted expenses over $50.00.
2. Expressions of thoughtfulness will be sent in writing to member's household when occasions demand.
3. To become an associate member, a member must have been in the club a minimum of five (5) years, or reach BJWC age limitations, and be in good standing at the time of request. She shall have all rights and privileges, except the right to vote, hold office or endorse for membership. Dues shall be half the annual dues entitling the member to newsletters and yearbook. Once this is accepted, a member may not go back to active membership.
4. Names and addresses of the club membership will not be distributed to non-members without the expressed approval of the membership.
5. The club, if the Treasury allows and with prior Executive Board approval, will pay $0.12 per mile for travel expenses incurred by an officer or delegate when attending KFWC meetings or conventions.
6. Each member’s responsibilities and minimums of all fundraisers shall be determined by the Executive Board and subsequent club approval.
7. Discussion on motions will be limited to five (5) minutes.
8. No meeting shall be scheduled which conflicts with a standing meeting or event as printed in the Yearbook without Executive Board approval.
Kentucky Federation of Women’s Clubs: 2007-2008 Plans of Work
As a junior club in the network of the Kentucky Federation of Women’s Clubs, we receive our plans of work from our state organization. These are guidelines governing objectives for our club in two-year time periods. They cover all departments and divisions for federated clubs including federation special projects.
As you complete your BJWC volunteer hours reporting sheets for each month, we compile “points” toward winning awards for our junior club as well as grants at the state level. The club president uses these monthly volunteer hours reporting sheets to compile our overall club report to the state federation, which is due on January 31 each year. Following are some guidelines and suggestions for subject areas to include on your volunteer hours reporting sheets:
· Attending gallery exhibitions, concerts, recitals, plays, pageants, museums, art shows, craft fairs, etc.
· Supporting VSA Arts; Art programs for children and adults with disabilities
· Playing a musical instrument or singing in a choir
· Participating in hobby arts and crafts, photography, stamp collecting, heritage preservation activities, restoring antiques, architecture, etc.
· Supporting young people’s participation in art activities
· Writing poetry, drama, or short stories
· Participating in theatre, ballroom, or ethnic dancing
· Reading novels or magazines (How many hours?)
· Planting shrubs, trees, flowers, wildflowers – in your own yard, neighborhood, local park, along a local highway, or beyond
· Celebrating Keep American Beautiful Month (April)
· Participate in the Master Gardener program
· Celebrate Earth Day (April 22)
· Plant a tree or prune/care for an existing trees
· Create a “Bird Friendly” back-yard
· Encouraging others to plant flowers, shrubs, and trees

Arts Department has a variety of contests for amateur arts and crafts entries and student entries. If you are such a hobbyist or know of a student artist and are interested in submitting any work(s), please see the club president for guidelines.

KFWC Volunteer Service Award: Recognized the individual club member who makes the most Outstanding Contribution to enrich the lives of other people through personal volunteer service while actively serving her club. Each club may enter ONE individual club member for work done in year 2005 and in year 2006. Entries must be postmarked by February 1st. If you would like to nominate a BJWC member, please see the club president for a nomination form.
Membership Contest: Special Recognition to the clubwomen who recruit more than five new members per club year.

3. Eldercare: Deliver meals, holiday cards and decorations, personal hygiene kits, cosmetics, arts and crafts supplies.
4. Diabetes Awareness: Promote healthier foods in schools, individual improvement projects, support initiatives for Medic Alert bracelets.
5. Public Libraries: Support National Library Week in April, deliver books to shut-in patrons, support
legislation to increase public funding for public libraries.
6. Early Childhood Education: Read at The Nest, provide educational materials to childcare centers,
tutor in school, adopt a classroom, support initiatives to educate parents.
7. KFWC Cookbook: Sell at least 12
8. KET: Participate in the telethon, raise money for KET, sign up for KET newsletter, support KET and
the telethon in our newsletter.
9. Quarters for Headquarters: All members donate each month.
10. 1228 Society: Named for the KFWC Headquarters address (1228 Cherokee Road), the society was
formed to insure the preservation of the historic landmark. Encourage donations of $12.28, $122.80,
and $1228.00.
11. Press Book: A scrapbook of our publicity in the newspaper.

BJWC President’s Challenge
